Never mind - I figured it out. The same article is posted in two different places, with the same title: wheels.ca/guides/ and wheels.ca/news

Good thing there's no confusion.

If your vehicle is equipped with outside rearview mirrors your rear window can be blocked
Read the following copied from the HTA [subsection (2)]

"Windows to afford clear view

74. (1) No person shall drive a motor vehicle upon a highway,

(a) unless the windshield and the windows on either side of the compartment containing the steering wheel are in such a condition as to afford the driver a clear view to the front and side of the motor vehicle; and

(b) unless the rear window is in such a condition as to afford the driver a clear view to the rear of the motor vehicle. R.S.O. 1990, c. H.8, s. 74 (1).

Application of cl. (1) (b)

(2) Clause (1) (b) does not apply to a motor vehicle that is equipped with a mirror or mirrors securely attached to the motor vehicle and placed in such a position and maintained in such a condition as to afford the driver, otherwise than through the rear window, a clearly-reflected view of the roadway in the rear or of any vehicle approaching from the rear. R.S.O. 1990, c. H.8, s. 74 (2)."

I am surprised that IAN did not speak to all the subsections in Section 74 of the HTA.
The last subsection exempts the need for a clear or unblocked rear window if the vehicle has outside rear view mirrors that provide a view of oncoming traffic.

Now I know it is safer to clear the rear window but if the HTA is going to be quoted then quote it in its entirety.
Shame on you IAN

Every year you see the same thing...people either to lazy or unwilling to properly clear off their cars. I am a professional commercial driver in the city of Toronto and it amazes me after every snowfall how many cars you see like that. News flash folks....this is a safety issue. How can you see out of your vehicle if the only spots cleared are the drivers window and the sweep made from the wipers.. And how do you expect other motorists to see your lights when they are covered in snow. I would love to see a police crackdown on this, and make it a good fine (like $200). If enough people started getting fines like that, word would get around. So lets get up 5 minutes earlier in the morning, brush that car off and make everyones commute safer :)
