Plus, since it is private property, the HTA isn’t enforceable for speed limits anyway – so the sign is more of a “please don’t speed” rather than a “you must not speed”.

I went to check their website, as I knew they re-opened as “Shoppes,” but was pretty sure they did not gentrify the rest of their name as much as you have indicated. I see that they have come a little bit back down to earth, and are now simply calling themselves “Shops at Don Mills.” The speed limit signs are still strange, but not official, surely. It’s private property.

a quick google search seems to relate the number 17 to a lot of biblical stuff.. perhaps the person who came up with it is god-fearing and figured it would scare other god-fearers to slow down which in turn would force those behind the god-fearers to slow down as well..? best I can come up with..

Meh…the worst this Mall’s renta-cops can do if they radar you over the limit is to kick you off the property.

Traffic control signs on private property are not enforceable by the Highway Traffic Act. At worst…you might get dinged by your insurance company if you caused an accident because you were speeding in the parking lot.

It’s most likely that the unusual number is meant to make drivers aware of how fast they’re going and cause them to actually obey it. Same principle as a seemingly arbitrary time. If you tell someone to show up at 9:00pm, they might arrive a few minutes late and think nothing of it. If you tell someone to show up at 9:07pm, you can bet they’ll be there at 9:07.
