		<description>a quick google search seems to relate the number 17 to a lot of biblical stuff.. perhaps the person who came up with it is god-fearing and figured it would scare other god-fearers to slow down which in turn would force those behind the god-fearers to slow down as well..?  best I can come up with..</description>
