I would have to say 80% speed a little bit, 15% speed too much and 5% barely reach the speed limit - hence 5% are law abiding. I have also noticed on the 400 from Barrie to Toronto that over 2/3 of the motorists use the middle lane regardless of their speed and regardless of the fact the right lane is usually empty and wide open. This is absolutely dumb. There are 2 passing lanes on the left - one 1 on the left and 1 on the right. Get it right drivers! In any case, they may still be driving below the speed limit. That is when someone who is going at the speed limit has every right to move to the left lane and maintain a speed at or below the speed limit while passing. Maybe they are only passing the other car at 1 km per hour which takes a long time, so long as they are passing, they are fine. In addition to this, sometimes, the driver in the middle lane decides to speed up because they see that they are going below the speed limit. This causes problems which are not the left lane driver's fault. When I encounter this situation, I put my right signal and actually slow down so as to get behind the driver in the middle lane but I can only get into the middle lane if there is an adequate amount of space.
