When you're behind the wheel you must stay focused winter tires or otherwise, when I'm driving up north and see a car in the ditch its an SUV most of the time. All of them did not have winter tires on. I didn't believe in them, until I drove a car that had them, I couldn't believe the difference it made, the grip was incredible compared to all season. I will never drive a car again without winter tires. Perfect. That allows people the choice to snow-tire-up, or not. Maybe even throw in an insurance discount if you've got them installed by a certain date. Punishing drivers that don't install them isn't specific enough - you want to target the drivers that don't install them when they need them. Unfortunately, that would only punish people who are already in a bad spot - accident victims. They have also said ABS brakes and stabity control are bad. Making winter tires should not be mandatory as people who wanted to be cheap would put on worn out winter tires just to be legal.
