Another matter is whether the residents were notified of the work in advance. In my building, whenever repairs, maintenance or even cleaning is to be done in the underground parking garage, the maintenance office sends out a memo. It's posted in the mail room bulletin board, and copies are sent to each resident a week before the work is to be done. In the event of an emergency repair, they still notify, but perhaps with less lead time and post in more obvious places (on the RFID key reader for the garage, and next to the front door of the building).

They usually advise making alternate arrangements for parking (ie. paying $20 to one of the private lots for that day). If you're so cheap that you ignore the warning, you're kind of asking for it.

As this is the Toronto Star and Enbridge is a Canadian company I am going to assume that the "cheque" is in the mail.
